Municipal dog tags are a must as if your dog ends up in an animal control facility it's the first thing the officers look for. In fact, many officers will just phone you and bring your animal home if they have a tag instead of bringing them to the pound (not a place you want your animal to end up...let me assure you). Most people don't know it but...many municipalities also sell cat tags which are not mandatory, but are a really great idea!
